would this item help me with the mess of a tangle of wires connected to my batteries? Can I connect negative and positive wires to the same bar? thanks

A:
Yes you can connect positive to one bus and negative to the other, that is what it is intended for. Yes you can use it to reduce a clutter of wires, provided that the total load does not exceed 150 Amps.
If you are using this in your battery area you should also have circuit protection on these wires and depending on the amperage of the loads you might be better off getting a fuse block
