This is an isolated DC-DC converter intended for power conditioning. Its gives a constant output, isolating the loads from power fluctuations. The nominal input and output voltage is 12 volts but the actual input can vary between 8 and 17 volts. The output is constant and can be adjusted between 10 and 15 volts

Would this work as a means of providing a higher charging voltage for boat batteries?

It can raise the voltage, if that is what you mean. Input voltage range 8-17 Volts DC
Output voltage 10-15 Volts DC (user adjustable) However it isnt giving a three stage charge, just a constant voltage so its not a three stage battery charger.

A:
No, sorry, it is not ignition protected. In general Ignition protection adds cost to a product so if it applies the manufacturer will be sure to announce that prominently. If it doesn't say it is, always assume it isn't.

We recently built our own demo Lithium Ion battery system
and took it to the Annapolis Boat show. We wrote a
Blog Post
to describe the system, the logic behind it, a cost comparison
with conventional batteries, and all the technical details.
We took this display to the Annapolis Boat Show to demo these batteries. The entire system is hooked up to the internet and can be viewed around the world. The state of charge, power consumption, battery voltage and useage statistics are shown on this Victron Color Control GX display and then connected by WiFi to the Victron remote site where anyone can look at it.
