The Pre-charge Cable allows internal capacitors of an inverter, inverter/charger or MPPT to be pre-charged via the DC terminals before connecting the battery. This method ensures that connecting the battery will not result in arcing at the connection point.

Why would you need this? If you are connecting a large inverter to a Lithium Battery that has an internal BMS the current surge on initial startup might be enough to cause the BMS to shut down. By using this device it slows down that initial surge so that the battery BMS does not trip. This is a device you only use at first start up, that's why it has spring loaded jaws for connectors, it isn't intended to be left permanently installed.

If you are using a Victron Lynx BMS you won't need this because there is a pre-charge circuit built-in.
